Located at 29089 Palos Verdes Drive East in Rancho Palos Verdes, the library was designed by architect Thomas J. Russell and opened on October 24, 1970. Plans for a library facility on the east side of the Peninsula started as early as 1964. At that time, the nearest library was a Los Angeles County Library facility located on Narbonne Avenue. Library services were provided to the community with a small collection at the Miraleste School.
